The Law Library serves the needs of the general public, members of the legal profession, law students, paralegals, and all litigants with equal access to legal print and online resources including Westlaw patron access.

The library was established under Texas Local Government Code, Section 323.01, by the Ellis County Commissioners' Court as the governing entity. It is funded with civil court filing fees.
